In a shallow bowl, mix flour, onion powder and pepper. In another shallow bowl, whisk egg with water. In a third bowl, toss panko with cheese.
Sprinkle fish with salt; dip into flour mixture to coat both sides; shake off excess. Dip in egg mixture, then in panko mixture, patting to help coating adhere.
Place fish in a single layer on tray in air-fryer basket. Spray with canola oil spray.
Cook until fish is lightly browned and just beginning to flake easily with a fork, about 10 minutes @390 degrees F, turning halfway through cooking and spray with oil. Do not overcook. Fish temperature should be at least 165 degrees F.
Put shoestring fries to basket, spray with oil and air fry for 5 minutes. Add salt, shake basket and cook for another 5 minutes.
