Marinate sliced beef for 30 minutes with wine, salt, black pepper, baking soda.
In a bowl, mix the sauce with hoisin sauce, soy sauce, brown sugar, vinegar, water.
Coat each slice of beef completely with corn starch on both sides.
In a wok with sufficient hot oil (370 degrees F) to deep fry the beef, fry beef to 2 minutes, turn if necessary to immerse in the oil. The beef should become golden brown. Scoop out and set aside. Continue until all the beef has been fried,
Remove excess oil from the wok leaving enough to stir fry.
Stir fry the ginger, garlic, pepper flakes, and spring onion stems for 2 minutes
Add the meat and stir fry for 1 minute.
Add the sauce and fry for 1 minute.
Finally add the remainder of the spring onions and toss them in the beef.
