In a pan with low heat, add milk, butter, and sugar. Mix well.
Slowly add the milk powder, ¼ cup at a time, stirring and mixing well ensuring no lumps.
Continue stirring and mixing until dough forms which does not stick to the pan (may be a little bit sticky).
Divide the dough into two portions in separate bowls.
With one portion, take about 1 tsp of dough and roll it into a ball. You can coat your hands with powdered sugar to prevent it sticking.
With the other portion, add the pandan extract (or any other coloring) and mix to incorporate the color.
Divide the colored dough into the same number of balls as the first portion.
Take each colored ball and flatten it into a circle.
Take a plain ball and wrap it with the colored ball circle. Repeat until all is completed.
