Put raw peanuts on a baking try and roast in oven at 360 degrees F for 15 minutes. Take it out and let it cool.
Blend some of the peanuts to produce about 2 cups of ground peanuts.
With the ground peanuts in a mixing bowl, add the powdered sugar and mix by hand.
Add the flour and salt and mix to incorporate well.
Slowly add the peanut oil, folding gently, until all the oil has been added. If dough is too dry and crumbly, add more oil. If dough is too wet and sticky, add flour.
Knead the dough gently, sprinkling flour as necessary to prevent sticking to the bowl and your fingers. When dough can be completely lifted from the bowl without sticking, it is ready.
Take a teaspoon of the dough, squeeze and roll it into a ball and put it on a rack lined with parchment paper in a cooking tray. Repeat until all the dough is used up. It should make about 40-50 pieces of cookie ball.
Put a piece of roasted peanut on top of each cookie ball.
Bake in pre-heated oven at 350 degrees F for 20 minutes.
