Cut beef into thin slices and marinate with 1 tbsp soy sauce, 1 tbsp wine, baking soda, 1 ½ tsp corn starch, 1 tbsp black pepper for at least 30 minutes.
Prepare sauce by mixing: oyster sauce, 1 tbsp soy sauce, water, 1 tsp corn starch, sugar, 2 tbsp black pepper, 2 tbsp wine.
With oil in hot wok with high heat, stir fry the beef until done, stirring and turning constantly. Set aside.
Add oil to the wok and fry the onions and garlic for 2 minutes until the color changes. Add the bell peppers and fry for another minute.
Add the meat and mix well.
Add the sauce and continue frying until the sauce thickens.
Add spring onions and mix well. Then turn off heat
