Marinate beef in Ziploc bag with 2 tbsp corn starch, onion powder and black pepper for 1 hour.
Brown beef in a pan with oil and set aside.
With oil in pressure cooker, saute onions, garlic, ginger and red pepper flakes.
Add red wine to deglaze pan. Then add brown sugar, soy sauce and sesame oil.
Add meat and mix well. Pressure cook for 20 minutes until steam is venting.
Release the pressure and open the pressure cooker to add sweet potato and green peas.
Pressure cook for another 20 minutes. Release the pressure.
Mix 2 tbsp corn starch with water and add to it. Stir until gravy is thickened
