Season cut fillets with black pepper and ginger powder and place in steaming dish.
In in bowl mix the sauce: soy sauce, wine, lime juice, fish sauce, brown sugar. Taste and adjust.
Divide the fresh ginger into two. One portion finely chopped and the other sliced into thin strips.
With oil in a pan, fry the chopped ginger and garlic. Add 2 tbsp sesame oil.
Add and fry the sliced celery and red bell pepper. Then distribute it evenly on top of the fish in the steaming bowl.
Bring the water in the steamer to a boil and add the sauce on the fish.
Let the fish steam for 30 minutes.
Add some oil to the pan and fry the sliced ginger until it turns light brown.
Turn off the heat to the steamer and pour the sliced ginger and oil on top of the fish.
Sprinkle the herbs and red pepper flakes on top of the fish.
