Blend onion, garlic, almonds, spring onion in a blender.
In a mixing bowl, mix beef, flour, soy sauce, wine, 1 tbsp sweet soy sauce, 1 tbsp sesame oil, sale and black pepper. Add the blend and knead the mixture well. Form into equal sized balls.
In a pan with oil, fry the meat balls, pressing them down lightly. Fry over medium heat for about 4 minutes both sides until browned. Turn heat to low and let it cook covered for 4 minutes.
Prepare the glaze with 3 tbsp sweet soy sauce and 1 tbsp sesame oil. Apply the glaze over both sides of the patties
