In a bowl, mix the dry spices: black pepper, salt, garlic powder, onion powder, Italian seasoning
Bring the steak to room temperature. Pat dry. Rub oil and spices on all sides generously.
Insert the rack (if using one) into the air fryer and pre-heat it by air frying to 400 degrees F.
Put steak on the rack and air fry at 400 degrees F for 15 minutes. Turn the steak over and repeat for another 10 minutes. Check the internal temperature (expect about 120+ deg F). Continue for another 5-10 minutes if temperature is too low.
Turn off the air fryer and let the steak continue to cook in the air fryer for 20-30 minutes. Internal temperature should have increased to about 135-136 deg F.
Take steak out of the air fry and let it rest for 10 minutes before cutting.
Pour the juice out of the air fryer into a small pot over medium heat. Add flour and mix to cook the flour.
Mix beef base with hot water and add to the pot, stirring well. Add half and half and red wine and mix well. Bring it to boil.
Taste and adjust as necessary. Let the mixture reduce down to gravy consistency. Pour over sliced steak.
