Season pork on all sides with the dry rub of pepper, garlic powder, onion powder, thyme, cinnamon, brown sugar and salt.
With oil in pressure cooker, sauté the garlic and onions until fragrant. Set aside.
With oil remaining in the pressure cooker, sear the pork for about 2 minutes per side. Set aside.
Add red wine to pressure cooker to deglaze the pan. Add broth and dark soy sauce and bring to boil. Add the fried garlic and onion.
Put the pork into the pressure cooker and pressure cook for 60 minutes.
Bleed the pressure and check the temperature of the pork. Add the potatoes and celery. Pressure cook for another 15 minutes.
Bleed the pressure and check the temperature of the Pork. If it is > 165 degrees F, it is done. Otherwise, pressure cook for 15 minutes until pork is done.
