Slice the potatoes into thin slices (with a mandolin if available). Season with black pepper, onion powder and garlic powder.
In wok with about 1-2 cups of oil, deep fry the potatoes in a single layer for 5 minutes in batches. Set aside.
In wok with little oil, fry onions for 2 minutes. Add minced beef and fry for several minutes until cooked, breaking up any lumps.
Use a spoon to scope up the excess water.
Add soy sauce, sesame oil and hoisin sauce to the beef and mix well.
Add the fried potatoes and mix well. Remove from heat.
