Add oil into pressure cooker and fry the beef pieces for about 2 minutes per side. Remove and set aside.
In the pressure cooker, sauté ginger, garlic and onions over medium heat for 2-3 minutes until fragrant.
Add black pepper, chili flakes, garlic powder, onion powder, mix and fry for another minute.
Add the beef back into the pressure cooker
Add beef bouillon, brown sugar, dark soy sauce, light soy sauce, sesame oil, rice wine, sesame seeds and Gochujang sauce. Stir to mix keeping the beef on top of the onions etc.
Add 2 cups of water and bring it to boil at high heat.
Reduce heat to medium-low and pressure cook beef for 60 minutes until beef is tender.
