In a mixing bowl, mix 1 cup sugar with melted cream cheese by hand. Add melted butter and mix well. Add vanilla and mix. Add eggs and mix well to get uniform mixture.
Pre-heat oven to 375 degrees F
In another bowl, mix the dry ingredients – flour, baking powder, baking soda and salt.
Add the mixed dry ingredients in portions into the mixing bowl with the wet ingredients, mixing well each time.
Add milk and mix well
In a small bowl, melt 1/4 cup of chocolate chips with a little milk in the microwave.
Add the chocolate syrup into the mixing bowl and mix well.
Add 1 cup of chocolate chips into the mixing bowl and mix well.
Spray oil inside an 8-inch spring baking dish.
Pour the entire mixture into the baking dish and spread evenly.
Bake in the oven at 375 deg F for 1 hour.
Take the cake out of the oven and let it cool to room temperature.
In a clean mixing bowl, make the frosting by mixing heavy whipping cream with 4 tbsp (1/4 cup) of sugar. Use an electric hand mixer at high speed. Sieve and add 2 tbsp of cocoa powder into the mixture. Continue mixing at high speed until the mixture thickens (about 5 minutes)
Put the cake on a serving tray and remove the spring dish. Apply the frosting to the top and sides of the cake.
