In a bowl, make the sauce with red chili flakes, black pepper, sugar, soy sauce, sesame oil, hoisin sauce
In a wok with oil, fry garlic, ginger and onions for 2 minutes.
Add the beef and cook through (about 5 minutes)
Drain away excess oil
Add sauce and mix well
Add spring onions and peas, fry for 2-3 minutes.
Sprinkle sesame seeds and remove from heat.
