Mix dry rub in a bow: salt, black pepper, onion powder, garlic powder. Season ribs with dry rub. Then coat ribs with flour.
With oil in the pressure cooker, sauté to brown the ribs on both sides, about 2 minutes each side.
Set aside ribs and marinate it with honey and sweet soy sauce.
In the pressure cooker, fry celery, onions, carrots, garlic for 2 minutes. Add broth, wine and 1 cup water and bring to boil.
Please the ribs on top of the vegetables.
Pressure cook for 55 minutes.
